The House Votes to Make Animal Cruelty a Federal Offense

The U.S. House of Representative has unanimously passed the Preventing Animal Cruelty and Torture (PACT) Act. The bill would make it a federal crime of "any person to intentionally engage in animal crushing if the animals or animal crushing is in, substantially affects, or uses a means or facility of, interstate or foreign commerce," according to a fact sheet of the bill.

The worlds eyes became open when Michael Vick, then of the Atlanta Falcons, was sentenced in his part of "dog fighting." Vick spent several years in a federal prison. Since his release, Vick was outspoken about abuse towards animals and worked with various rescue and animal protection groups.
